Volume rectangle box

I have had this desktop since 2009 and never had any problems with it until lately. I have had a system restore and clean-up and some other stuff but this just will not go away and I can't figure out how to fix it. I have checked my speakers they seem fine sound is coming out of computer ok, but I just have a grey pop up coming up with a yellow speaker on it and I can't move it or click it off or anything. It's like it's being controlled somewhere else because there were other boxes that popped up with the computer switching to French and some other information was being looked at. I switched desktops a couple of weeks ago, but the box popped up last night again. Could this be a monitor problem?

Difficult to comment on it without seeing it. Post a screenshot so we can see what you're referring to, it may help us to suggest a fix.

Not sure if it will let me do that because when it is up there I can't usually do anything. I can try but not sure how.

Press the "Print Screen" key to save an image to the clipboard.
Then paste in to a simple image editor such as 'Paint'.
Save as a file.

It doesn't pop up that much now like it did before, but I'll try when I see it. Now my screen goes black as well and I have to push and hold the power button to get it to come on and sometimes that does work so I have to unplug and plug back in. Could this be part of the other problem?
