Is it an old CRT monitor or an LCD monitor? Is it flat or a big bulky monitor?

is it a network lag (you see the fps drop actually? or you just feel the lag?)
try lowering the settings a bit,

I was actually trying to find out if he was experiencing the RAMDAC lag that's common with CRT monitors since he said it was old, but not how old.

Well, I mean, that's not terrible. It might well be related to network lag as suggested by Cons29. If you're gaming online or playing via Steam or some other streaming game server it might not be your computer at all but instead it might be your internet connection itself.

play on single player, run around, monitor the fps. i know MP is more demanding, so maybe pump up the settings a bit
