PC won't turn on, but it receives power to the motherboard/gpu.

This has happened to me before on two occasions: the first time I merely unplugged my power cord and plugged it back in, and it worked fine for several months. The second time I just spammed the power button and it came back on without any incident for several more months.

This time, however, I have tried both of these things and the most I get out of doing so is the familiar "click" of the fan starting up and then it suddenly stops. This lasts for about .5 seconds after spamming the power button.

I have checked all of the wiring and nothing seems to be out of place. I don't know what to do.
 
Solution
If you are capable of PC building I will give you a set of steps to identify the problem.
Remove every component apart from the mobo and CPU and of course the power supply.

1. try booting with just the motherboard and CPU, you should hit bios.
2. Add RAM, Bios screen should be hit.
3. Add HDD, should start up.
4. Add other parts one by one until either it works or it hits a problem, whatever part nothing happens on is broken or has an issue.

That is my method to fixing any computer and works every time.

Thanks! if it doesn't boot with just the motherboard and CPU, does that mean that the issue is the PSU?
