High Ping on m user Low ping on my brother's user

I have 2 users on my windows my brother get pings around 90ms and when I login with my user I get ping around 190ms I closed all programs that may use internet and that could interfere with the ping but still high what may cause this problem and how to fix it ?

Windows key + R
Type in msconfig
Go to startup and look up for anything suspicious. you might have a program launching on background you dont wish to have which consumes internet pseed.
Also check on the services tab for anything funny like a strange name .. Adasanfkaf;l.reg or something like that which can be a backdoor installed on the system which a hacker can use to get stuff from your pc that way usig your internet connection
