So recently i bought a GTX 750 ti and used it 3 months. At first i checked temps and they were like 73 degrees i was like they are fine but later i checked other cards like gigabyte and msi which had 52 degrees and Zotac with 65 degrees.

I ignored it.

Now when it hit 75 degrees and In sleeping dogs it hit 80 degrees and thermal throttled i stepped in found the other cards like msi had 2 fans.

SO i took a 120mm chinese Fan from my chinese burnt power supply and connected with molex and attached with my graphic card horizontally. throwing air to the graphics card.
Like this please try to under stand.

It decreased temps for 75 to 68 even after 1 hour of tomb raider ultra.
I am happy with the result but is this safe?

As long as the fan doesn't get loose and hit anything, sure!

Max temp for the 750 Ti is 95 degrees Celsius:

It may start throttling earlier, as you've experienced. If it doesn't throttle anymore with this extra fan you're fine!

Yes it throttles at 80 degrees but now its 68 degrees .
Fan is not touching anything and standing on floor. BTW my one side of case is open
