What exactly is 3D Colour Effect?

I've recently noticed this option on my LG monitor.

Obviously it's to do with the colour when in 3D but what exactly does it do and why is it needed?

I don't use 3D as my HDMI port is dead, but I've noticed that the difference in turning it on then off in 2D is substantial. My point is, why would it be a feature set mainly just for 3D when the difference is huge?

I've never seen games look so good with it on, yet when it's set to off, it's like there's a rain cloud in front of the screen.
