laptop drive to desktop drive cloning impossible

hello, i've built a rig with my coworker's old parts which work pretty damn well, but at the time i didn't have the money to buy a hard drive, but i did however have a 320gb hard drive from my girlfriend's recently deceased (at the time) dell laptop. it's a 320gb western digital, and i was able to mount it on the case and install windows 8.1 (from scratch, no upgrades) with a disc that my coworker also gave me, but i had to buy my own key. anyways now i bought a seagate barracuda 500gb 7200 rpm hd from best buy and i assumed i could just do a clean install and then copy my files over, nope! it gives me this error when trying to install:
Windows cannot install required files. The file may be corrupt or missing. Make sure all files required for installation are available and restart the installation. Error code 0x80070570.
this is the complicated part, i use my original hd to boot to windows, format the new drive, try again, and nope! same thing! and i'm using the same disc that i installed the os with for the first time on the laptop drive. also i tried using macrium reflect to clone the drives and it would give me a message saying it was unable to clone as well, didn't specify why though. so what are my options now? i regret not waiting to just buy 3.5" hd before installing windows because now i'm stuck -__-

computer specs if they help:
unknown model asus motherboard, intel core 2 duo e8500 processor, 2gb x2 ballistix ram, and nvidia geforce gtx 660

With the new PC:

Assuming we are talking Windows 7
And assuming you have a valid license key (not the one from the old laptop)
And assuming you have a HDD with nothing on it, or nothing you want to keep....

Download the relevant windows ISO from here:

Burn to DVD
Install
Activate with your valid, legal license key
 


He used Win 8.1, it is burried in his post.

With the Win 8.1 install disk, what happens when you boot from that and attempt to install on whichever drive?
Disregard copying old stuff over, etc, etc.

Do we have a running Win 8.1 install?

im gonna read these while i'm at work, i haven't tried to re install without rebooting but it might solve it, who knows? also about the damaged media, the disc is flawless, i also thought the same thing but that's not the case, and the fact that it worked fine previously has me stumped. regardless i'll clean it and see what happens.

this was my procedure:
connected only the 500gb, inserted 8.1 disc, set bios to boot from cd, spinning dots, language prompt, install now, choose a drive, copies files, at less than 40% of getting files ready it stops and brings up that message with the error, then it brings me back to the install now screen

So I figured it out, every time I went to format with disk management, it would go through. But every time I tried to clone it would turn the 500gb into unallocated space. So today I booted up with the disc again, and saw that the 500gb drive was split into 3 partitions of unallocated space. Formatted and allocated all 3 and then the install went smoothly. Can't believe I didn't think of this before -__- thanks a lot guys!
