CPU for cheap HTPC

Hi!

I have a decent prebuilt PC, but I'm not very satisfied with some of its components, so I want to rebuild it. After that, I will have lots of "spare parts" and I thought I'd build a HTPC for my brother. He has an LG 3D fullHD TV, and a 5.1 speaker set. I want to build a PC, which has enough power to smoothly run 1080p 3D blue-ray iso files, and it's quiet. Consumption is not the most relevant thing, but he may let it run over night for downloading, due to his slow internet connection.

So, the question is: whats the best and cheapest cpu that can do, what I described above.
It will be installed next a to a GTX650E 1Gb, 500W PSU, and 8Gb RAM, no SSD. Some games may be played on it, but older, not so demanding ones, so its not priority at all.

I'm thinking about 100-200$ for the cpu and motherboard. The case can support mATX or ATX boards, and if the board doesn't have 5.1 jack output, I'll need a soundcard also.

The fixed function video decoder found on a haswell i3 or better is what you want. (HD4600). The addition of the GTX650 will add absolutely nothing to the build from a HTPC perspective. The fixed function hardware decoder on haswell is absolutely fantastic, and in some way even surpasses that of the GTX650.

I already have a GTX650 in my current build, wich I want to replace to a better GPU because I use my PC for games, and Photoshop. It's kind of a company machine, so I can't sell the parts, therefore the GTX650 is given.

But the 650 would be better for games that would occasionally be played.
