Solution
I would recommend an AMD r7-250 or a GTX 650 as the highest cards to upgrade to. The quality of the power supply not figured in, both cards can run perfectly fine on something as low as a 300w PSU even. Anything higher than those cards and the computer will be significantly limiting the performance of the video card, which it will with the cards listed anyway if the application is processor bound at all. The AMD line of newer cards, depending on what applications are being used, might be a better choice if any program you are interested in can make use of their new Mantle API which reduces the overhead applied to the CPU/platform.
