anyone know why with two 780ti's im getting low fps in cs:go?

try updateing your drivers or try turn one card off to see how it runs with one card if not try reinstalling the game again like 180fps that's more that what the human eye can see but I see were your coming from your pc is a beast and it should be hiting the max fps for that game engine
when your playing the game does it ever go pass 180fps even by 1fps or 2fps if it doesn't it may be that the game engine can only go to 180fps like cod 4 in mp only hits 91 max out that's with a 7950 3gb and a amd fx 6100 and 16gb ram so it may be the game engine

i have seen it go pass 300 when loading the server. I was looking at GPu usage, and my top card was above 60-75%, but my botoom gpu was only at 29-36%. Does this sound weird?

yea I see what you mean I just downloaded the game today and max settings its hiting above 280 on 1 7950 with me it may be that your running sli with the game try turn one card off and see how that goes
also check the temps on your cpu do you have anything overclocked or underclocked ?
if none off that helps what drivers do you have installed if their the beta drivers that may be why

sli didnt help. it made minimal difference. nothing to the point of 200fps and more consistently. I used to have my CPU overclocked to 4.2, not very much at all, but I got a few bsods and a few lock ups on the way to achieiving the 4.2(prime95 and just playing games to test out OC). I put it at stock now assuming it was the overclock, but it wasn't. no, i have the latest drivers and i did a clean reinstall. Could those BSODS and lockups damaged my cpu? Other than gaming, my computer runs fine.
i just played CS source on de aztec with like 10 people, and I was hitting above 250. i dont get it. like i said before, i have noticed in thief and bf4 the fps issue as well. but iuno. i give up now. im just gonna have to deal with it until I have more cash to buy a new comp
