First, it does depend whether or not your motherboard supports the ram frequency. But, memory controller is normally in the CPU, so it does also play a role when it comes to RAM speed. Some processors may have trouble running ram at a higher frequency.
CAS Latency is the time it takes between a command having been sent to the memory and when it begins to reply to it. It is the time it takes between the processor asking for some data from the memory and then returning it.

The Ram frequency aka speed is the amount of data that can be transferred onto the RAM in a given amount of time , usually measured in HZ.
The Ram Latency is the time taken by the RAM to execute a certain action , the less the better .

When memories have timings like 9-9-9-24 the first number is the CL.

I stay completely away from combos with a higher CAS at the given freqs above as you can prob do better performance wise by going down a freq (pricewise i.e. 1866/11 drop and go go 1600/9 or lower and have better performance

Yes, in general, Intel has a much stronger MC (memory controller) so they handle DRAM better in an overall and performance sense. AMD CPUs are more limited as to amount of DRAM and freq. The AMD APUs however love fast DRAM if you are using their iGPU
