Quality case or separate cooling fan

I am looking for advice on whether it would be better to invest my money in a decent case versus a separate cooler?

My 2 options are:
a) Zalman CNPS10X Optima and Zalman Z3 Plus case, or
b) Corsair Graphite 230T or Zalman z11 plus and no separate cooler

Here is my current spec I'm about to purchase:

Intel Core i5 4690
8gb Corsair 2133mhz
Gigabyte z97m-D3H
R9 270x


Would really appreciate any advice or simply a letter choosing the best option in your opinions.

Appreciate you answering me, but my question is about whats the best to get from my limited budget... I've either got enough for corsair graphite 230t or a cheaper case and separate cooler, and out of those 2 options which was the best bet?
Do you think I need a separate fan with that level of components I have as they're not too fancy are they

Since you have a 4690 that can't be overclocked , get a nice case the stock cooler is enough.
