USB Drive isn't write protected but Windows 8 says it is

I have a USB 3.0 thumb drive. Windows on my desktop and Laptop say it is write protected when I plug it in. I have a Chomebook and an Android device and both of those can write to it without issue.

I have searched and followed instructions to edit the registry so the Write Protect is 0. I have run Diskpart and it claims read only is No. I have even run RMprepUSB to clear write protect, it ends and closes the cmd prompt before I can see the outcome.

Has anyone any other ideas why this is happening?
