Fps drops when it shouldn't!

So basically my computer drops frames. It shouldn't, but it does. There are a lot of different situations to keep in mind:
1 When streaming i lose some fps, atleast when playing high requirement games such as League of legends. The loss in fps is expected, but when it drops it comes in spikes, only dropping once every 90 seconds or so, and when i check the fps it's unchanged, still at 150 or so, but the fps drop is as clear as the sun.
2 Playing The same game (using lol as an example) i can play at 150-300 fps, but the small lagspikes still appear. Fps remains at 150+ but the lag is there and noticable by eye.
3 My computer seems to just have gotten slower than it used to, that sucks considering i just used 750$ on my new GPU.

So just to clearify what i'm asking for: Why is my computer doing these things, are they intended and how to fix

Sorry for late reply, just been sleeping a bit and been to work and such, you know life. To answer the questions: Yes i am running on two monitors. One relatively new with DVI connection and a fairly old one where i use an VGA through an DVI adapter ( to clearify - one dvi and one vga to dvi solution). My powersupply is at 650W and that is 50 above the minimum requirement for my gpu. Also no SSD. Both windows and all my other files on one HDD. Other things worth mentioning: I am having quite a lot of accessories connected to my computer, almost every usb is used (michrophone, keyboard, mouse, xboxcontroller, phone charger and sometimes an usb fan. My motherboard is quite old, idk if that has much to do with it. Considering i linked my specs i see it unecessary to tell u about my 8 gigs of ram and such. Last thing to come to mind, last year i realized my computer were getting really REALLY slow like from 60FPS at most games down to like 7. The reason for this is that i had removed the cooling pase 6-10 months prior to this and had ignored the CPU overheat at every time i started my computer or restarted it. so basically since i forgot about the damn cooling paste i fried my CPU for almost a year or whatever. Reading on this online i came to an understading that the CPU does not get slower or damaged by this, unless it gets TOO hot and breaks, but then becomes unusable. So it's either fine or totally broken. Is this something you guys are familiar with or can this slowness and lag i feel be a result of this horrible incident one year ago?

The poor cpu is a big fighter.:O well the requirements on my card was 600w and turned out that i needed alteast 750w so its not really about that its really a matter of the quality of the psu,but the cpu is not fried yet because you still can start the system and see the screen.So just clean everything right put some thermal paste on that little mike tyson and try it then.
