MSI 660 OC TWIN FROZR Fans

I recently upgrade my computer (basically new machine except same graphics card, my 660 Twin Frozr from MSI) The computer has all up to date drivers according to MSI (Motherboard manufacturer) and Nvidia however it crashes after an extended period of use. After opening HWMonitor to monitor things, I noticed that the FanPWMIN0 was at the correct percentage to what the fan should be running at, but the Fanin0 Fan was either at 0 RPM or at ~4k RPM, nothing in between except while transitioning for a second between the two. I use MSI Afterburner to manually set the fan speed and the fan would only rotate when I put the fan speed % above 85% and when it did it would be at full power. Is the card on its way out? Or is this a software issue I can fix?

I am looking to not dump more money and buy a new card. Either Warranty this one or Fix it realistically.

if you had the money the 280x just dropped in price like 40 or 50 dollars for the sapphire, you might just have a bad gpu, maybe a more experienced person on here can help,

not quite what I was looking for. The gpu worked fine for a full year and a half, it wasn't until I put it in a new computer it started doing this

The search for this problem has been so rough, even MSI didn't know what they were talking about when I asked them:

"I think that the fan was broken." Actual quote.

Does anybody have a light on this issue? It's starting to hurt me to see the card go 80C+ with no fan spinning.
