According to this (http://www.bit-tech.net/hardware/2012/11/06/amd-fx-8350...) the 8350 eats up 350 watts under load when OC'ed to 4.8ghz which isnt far off from your 4.6.

The Sapphire 290 uses 215 watts average and a max of 336. Then you have to account for the other small things(fans, hard drives)
http://www.tomshardware.com/reviews/radeon-r9-290-and-2...

So technically yes it can under average load, but if ever the cpu and gpu are both under intense load it wont be enough. Go for a nice 750 watt. This will allow you to OC both the cpu and gpu without having to worry.

r9 290 has a max TDP of 270 watt and needs a good 550 watt psu with 31 amp or more and the GPU power consumption mentioned is including the system.http://anandtech.com/show/7481/the-amd-radeon-r9-290-re...
the fx 8350 idle power consumption is 67 watts and at peak its 197 watts which will reach only if you stress test with prime 95.
so i would say you have a good psu and wattage wise fine.

mine has 40+ amperes on 12V rail

i can allways downclock the FX-8350 to about 4.4GHz when i get a stronger card

only thing that is i really love PhysX and i allways had Nvidia for GPU but here where i live the Nivida GTX 780(Non Ti) is about 100 euros more expensive then the AMD R9 290 im ready to sacrafice that for better performance couse i dont want to give 100E more for maybe 5fps and PhysX its just not worth it for me

Actually gtx 780 almost same performing card as r9 290 but in high resolution like 1444 or 1600 p the r9 290 has the upper hand due to 4 gb VRAM.
And the PSU is fine the you will barely reach 400 + with all your system while gaming at ultra.

i know that Sapphire is AMD's exclusive is there something i should investigate some errors with the card? couse i never did use AMD GPU's or Sapphire brand allways had ASUS and i fell safe with them should i maybe buy ASUS branded R9 290? or just to stick with Sapphire couse its AMD's exclusive?

The brand you will choose its totally upto you both have the same warranty and performs more or less the same but sapphire has dual x, vaporx and tri x models to choose form personally i would go with sapphire.
