Windows 7 OEM Copy - Bought for new built PC

Is it safe to do a reformat with this CD? Or can it only be used once as the OEM seems to state? I don't really understand how the OEMs work...

Does this CD also have a system repair feature? Or is it lacking in that if I need to do a startup repair or something?

Can be used on the same system it was activated on. It should allow a system repair, as well.

The OEM license is tied to the motherboard. As long as the system has the same motherboard you can format, reinstall, repair, everything, without issue.

It does have a system repair feature, simply boot from the disk and select the repair option when it comes up.
