Please help GPU software malfunctioning

almost certainly a software error:
my radeon hd 7790 1gb WONT overclock at all.
the base frequency is 1075
it can overclock up to 1200, but im having issues...
the card works just fine as long as i dont overclock it, but as soon as i do, even by just 1 MHz, the clock speed suddenly locks in at 300 MHz. the power mode is set to custom, and i have no allowance for underclocking the card, i just dont get it. even after i return it to normal settings, the gpu keeps staying locked in at 300 mhz...
yes i have the latest drivers

i am using catalyst control center to overclock... i also tried with sapphire trix with same result

First you should try completely uninstalling your drivers in order to return your settings to the 100% defaults. Use this guide to learn the process. Second, Have you tried upping your voltage as well? That is a necessary part of overclocking if not more vital than the clock speed itself.

I would recommend using MSI Afterburner for overclocking, Ive been using it for 5 years and countring. Its really user friendly as everything is controllable.

yes, i increase the power draw by 20%. not sure what else could be wrong... already tried fully uninstalling drivers, no luck

Are you sure your GPU isn't voltage locked? The symptoms you describe are common amongst locked cards. A large amount of manufacturers that release factory overclocked cards tend to lock the voltage on them. I can't say I've ever heard of sapphire doing that though. XFX and Gigabyte are usually the guilty ones when it comes to voltage locking. Anything is possible though. Check around for any other users who have overclocked the same card as you and make sure that they have the same revision as you if possible.

no, it is definitely not voltage locked... guess i will just have to suffer through this
