Not a dedicated one, no, but you're making a hell of a lot of assumptions here. I was playing CS:S at well above 60 fps at 720p with an A4-3305M APU which had on-board HD 6480G graphics... which is about the equivalent of an Intel HD 3000. CS:GO is still the source engine, and on low settings even some of the lowest-end GPUs will be able to play CS:GO at 60 fps, like the
Intel HD 4000. I've seen sub-$400 laptops (
such as this $379 ASUS) equipped with an HD 4000 so it might not be a massive stretch to find one for cheaper.
