Is my GPU "power throttling"?

I recently upgraded from a 6870 to a GTX 590, however it's performance seems to be fluctuating, and I thought it might be power throttling ( If that is the correct term )

My raw system specs are:
Phenom II X6 1100T (Thuban)
8gb Kingston 1333MHz RAM
Zotac GeForce GTX 590
Corsair CX500 PSU

Part of me feels that this would go away with a new PSU ( I was considering the Corsair CX750M ), but I don't really want to spend around £70, just to find out that it was a pointless exercise.

you shouldnt even be running a dual GPU on a 500w psu. you should have minimum 700w.

Well the minimum requirement on the power supply is a 700W unit. It is possible it is starving for power. Under full load, this card can pull 365 Watts. http://www.geforce.com/hardware/desktop-gpus/geforce-gt...

I would expect different symptoms but who knows. You could always return the new power supply if that doesn't remedy the issue.

You need to install and run Afterburner and use the monitor to test your GPU load and other vital stats while gaming. That is the best way to check your card's behavior and diagnose whether there really is a problem.

Thanks for you help guys, however my power supply actually broke last night while benchmarking, so I will be buying the CX750M.
Anyway, thankyou again :)  It was rather silly for me to try and run it on a little 500W PSU, I just hope all my other components are okay. :p  Thanks for your time :)
