Need help with diagnosing a problem

If there are any issues with the build please say so with the upmost certainty.
What i have tried so far:
>On and off
>removing 1 stick of ram and try each in every slot
>removing the GPU and all storage devices and using the mother board input for the monitor
>checked all of the connections
>removed the cmos battery (am still waiting for an update on this, will try pluggin back in so this is still not checked)

The last i am going to check is a bent CPU pin or the one on the MOBO
If there is a issue with compatibilty (other than the heatsink :< ) please say so, that way i can be sure and return anything that could be faulty.

Also the fans spin on the GPU so i believe it works. I did not post either way from the MOBO or GPU.

All feedback is appreciated

PSu is not the best quality. An Antec, XFX, Seasonic unit would be ideal. this should not stop it from booting though.

Also, you have a locked CPU with an overclocking motherboard and an aftermarket cooler.

this isnt my build but my friends. i am just setting it up for him. is the aftermarket cooler a problem?

No, just pointless as he cannot overclock. Same with the Z87 board.
