hi I don't know if this is an issue of what.... I have a new gtx 780 and whenever I play a game I see very very little lines scrolling up the screen. my monitor is a viewsonic VG1930wm and I am wondering if I got a bad video card or is it my monitor.... this is my first gaming pc so idk it might be what every gaming pc does

It could also be that, but there only one way of figuring out the root cause of the issue. Try to switch out the monitor with newer ones on the market.

Yes if it all those options don't work, ur going to have to RMA the graphics card, which takes a week or two before they send either the same card fixed or a brand new one.
