Low Gaming Performance - Origin

I have a really weird problem with my computer that I would like some help with. Its home-built, and meant for gaming. However, on origin games, from Sims 3 to Battlefield 4 to Titanfall, I get this fps cap at 11 fps on all resolutions. I've tried disabling vsync, but to no avail. However, I have had a strange thing happen on one occasion, where if I "optimize" the game in Nvidia Experience, it fixes the low frames. For example, in Battlefield 4, I could be getting 11 fps at low settings, and after optimizing, it jumps up to 90 fps on Ultra settings. But, it seemed to revert back to 11 after a reboot. I have tried uninstalling/ re-installing drivers, fixing heat issues, and uninstalling/ re-installing origin and the games. Any help is appreciated, even if it is just speculation.

No. You said "after optimizing, it jumps up to 90 fps on Ultra settings". So its just a matter of keeping those settings.

True, but sadly that only seemed to be a one time thing.

Also, if it were a BF4 settings issue, I believe I should be getting more than 11 frames on lowest settings possible with a 760, shouldn't I?

You do - 90 fps. You need to make sure you keep using those settings. Save them and use them.
