PC Taking longer to boot due to CPU Liquid cooling

Hi Guys

A while back I re-did my entire PC and installed the H100i in the process, everything went fine and it was running perfectly (January 2014) However now when I switch on my PC it gets stuck on the boot screen (press F2 to enter BIOS) for maybe 30 seconds before the liquid cooling fans kick in and the PC boots, basically it sounds like the fans are activating slower than the PC and in turn making the PC turn on a lot slower.

This does not happen when I put the PC into sleep mode and then wake it again.

AMD FX8350 Black Edition 8 Core Processor
Asus Sabertooth 990FX R2.0 Motherboard
Corsair Hydro Series H100i
EVGA Nvidia GeForce GTX 770
Cooler Master GX-Lite 700W Power Supply
16GB of Ram

I'm not sure but it sounds more like maybe the power system on the cooler. The power from your power supply wouldn't be delayed like that.
