I currently have a corsair H80i water cooler for my CPU, it is super loud... I'm talking like train through my room all the time loud. i need a very quite water cooler for around $100 that can cool a AMD FX-9370 processor, which is a very hot processor, any ideas where i might get something like that?

or is there a non water cooling system i could get that cools well, but is still quite?

Corsair has some great Water Coolers, however they are extremely loud! Almost double in noise compared to other Water Coolers that already out there. Comment above was right, a custom loop is the quietest way to go, or to get a silent case; however custom loop can become extremely expensive and risky if you do not know what to do, and a silent case may not be as sleek as you want, or as effective with case fans.
I myself had trouble choosing a water cooler as I have the NZXT H440 which is silent, and requires water cooling. After careful consideration, I myself chose the NZXT X61 Kraken. It's got a greater performance than the Corsair H100i which was my initial investment, and it's half as loud. You may want something smaller than a...
You wont. Water coolers are loud, thats the simple truth. You can replace the fans with some quieter ones, (Noctua). Your other option is to just get a larger one, that will be just as loud (Still 2 fans) but will cool marginally better. Thats the sacrifice you make when running a 220w heap of a cpu.

What is your case?

Water coolers can be whisper quiet, but for $100 you are dreaming. Custom loop is the only way to go, your results may vary.
Otherwise ditch the AMD heater, probly pays for itself in power usage over 2 years.

I just found an app that measures decibels, and measured the sound from the current cooler to be around 80 dBA... i believe it is a problem with the cooler and will attempt to get in contact with them for a refund. any ideas on a cooler to replace this one? doesn't need to be super quite, but 30-40 dBA should be fine.

It's got a greater performance than the Corsair H100i which was my initial investment, and it's half as loud. You may want something smaller than a 240mm or a 280mm radiator, let alone a 320mm radiator. So I would recommend the NZXT X31 or X41 as they will both fit the same sizing. Honestly, if you really want amazing water performance you need custom loop, but I have a feeling it's out of your budget, so if any of those, go for NZXT or Swiftech. That all is in terms of a brand new cooler, if you just want a quick and cheap way, simply change the fans.

Kind Regards,
