Multiple issues in windows 8.1

Hey guys, im having multiple issues with windows currently and im seeking some help before i nuke my pc. First issue im having isnt bad but more of a glitch, any time i go into the metro UI my desktop taskbar stays there still in use and i can't get rid of it. Normally this isn't huge but just a minor annoyance.

The second issue is kinda big i think, multiple times my desktop freezes, it will load have my start up and stop and if i try to open anything it will act like its loading but do nothing but show a stuck spinning loading spool next to my cursor. I have messed with the ram in all forms (XMP profiles, defaults etc.) But the only solution is 2-5 restarts and a lot of praying.

I really hope i dont have to uke everything and start from scratch, so i hope someone out there can help.

I had the second issue. First 8.1 is actually worse than 8 in my experience.
To get around this you could try and tweak the startup programs. Disable any programs that have a high impact which is not needed.
Second get rid of any programs you don't use. Third, make sure your anti - virus software is not a resource hog, some of them use a lot of ram.
Third, try to clean you desktop, dust may have collected near the fan and may be causing it to slow the speed of the fan.
Fourth, go to the windows update and select the do nothing option if it fails, this is hidden in the task manger

If all that doesn't work, try a virus scan and a system restore

the only thing i leave on startup is my cpu and gpu temps and realtek audio stuff, my anti virus is up to date and not hogging resources, and i cleaned my pc a couple weeks ago so ill try the other steps and see what happens i suppose.

I fully scanned my PC removed any programs that could have anything to do with this and nothing....any ideas?
