My pc seems to be underperforming, help!

So I believe my computer isn't performing the way it should. In Battlefield 4 I put everything on low besides mesh quality on ultra with no aa at 1080p and my framerate is just bad sometimes. I'd say 70% of the time I have a solid 60fps but then there will be times where it dips down, making it stutter. This also happens with other games, but most noticeably Battlefield 4. I ran a few virus scans plus ran malwarebytes a few times and everything is clean. Tried reinstalling BF4, didn't help. My temps seem fine to me, after 2 hours of straight gameplay the max cpu temp was 54 degrees and the max gpu temp was 63 degrees (according to Core Temp and Gpu-z, respectively.) For some reason vsync seems to make the fps dip down more than when the fps is uncapped. Any ideas what is happening? Surely I should be able to have a steady 60fps with everything on low with this setup right? Thanks.

GPU- 7870 ghz oc'ed to 1100 mhz
CPU- fx 6300 oc'ed to 4.0ghz
CPU Cooler- Hyper 212 evo
Motherboard- GIGABYTE GA-970A-D3
Ram- 2 x 4gb Patriot Viper
Power Supply- Corsair 600watt
Hard Drive- 1tb WD Blue
Case- Raidmax Smilodon

I already used the console command to check. I literally cannot play battlefield with constant 60fps on 1080p at all which seems rediculous to me... Other games like Bioshock: Infinite, Tomb Raider, Nba 2k14 I can get a locked 60fps with nearly everything on Ultra and 4x aa.
