Lag while not-ingame

Recently this problem with lag stared when I listen to music or just browse around, it sounds like my cpu is overloading(to weak) I know this the sound because I remember how my old pc used to lag on bf3 and I can feel this lag with my mouse cursor, it never happend before but its not permanent its like every 5 seconds.

Any suggestion will be appreciated

PC specs:
GPU: EVGA Gtx 760 sc/w
CPU: Intel Core I5 3570 3.40 Ghz
Ram: Patriot 8 GiG 1600mhz
PSU: Thermaltake 650watt
Motherboard: Asrock Fatal1ty Z77 performance

I doubt it has anything to do with your hardware that cpu is most defiantly not too weak. What is your internet speed? And when was the last time you scanned for viruses?

And that thermaltake psu is very very bad and low quality i doubt it is causing your problem but i would replace it with a better one anyways.

I don't think this is hardware as your gpu is more than sufficient to run bf3. I can only think of a few reasons why this is happening and is listed below:

1. Your internet is not fast enough while you are playing multi - player
2. You have a lot of other games or software that is installed but don't use so it is using up more of your ram
3. You have a lot of background processes running while playing the game
4. Your anti - virus is a resource hog, e.g avg which is using more than half your ram while playing
5. There could be a virus in you system
