Pc won't open in normal mode after video card breaks

I'm currently having some issues with my PC regarding safe mode and normal mode.

My video card broke recently and I've been trying to find a replacement/upgrade. I read that I need to do some stuff before I can snap in the new card like uninstall all my old drivers.

Problem is that I can only boot up my PC in safe mode, so I can't really do anything. My brother told me the reason is probably because the mobo onboard card can't handle the resolution and settings my desktop usually has so it won't boot there.

I've tried some things I found on the net lie tweaking the resolution in the registry to no avail. I think it may have something to do with rainmeter, rocketdock, and the "slideshow" I have as a wallpaper, but I'm not sure how to change those things from safe mode.

If someone could help me I'd be very grateful.

There isn't much if an issue anymore with changing GPUs, the newer driver's don't have the same issues as old ones did. When you get the new card just plug it in and boot up. You can then uninstall the old drivers (if switching from ATI to nVidia or vice versa). If you're sticking with the same brand then just install the newest drivers over the old ones. You should good to go after that.

I see, that is very good to know. I'm just switching from a power color hd5570 to an hd7730, so I guess there's not much is a problem there. Thank you very much!
