I have a relative new pc (W8.1) and when I open google and /or w-explorer to go on line, the page has been taken over by iStart123. All attempts to remove this invader has been unsuccessful. If I reset my pc, will the malware / virus problem be eliminated?

If by reset you mean format and reinstall of Windows, then yes. That solves all malware issues. It's the most extreme way to solve it but if you want to be 100% sure you got rid of something, that's sure the way to do it.

Yes, that should take care of it. Make sure you install your AV software before you transfer any personal files to your hard drive and do a full scan so you don't reinfect your PC.
