CPU Fan doesn't seem to change speed?

So as the title implies my cpu heatsink (stock heatsink) doesn't seem to get any louder when I play games like bf3 or witcher 2. I still feel warm air coming out of my computers case fans but it doesn't seem that the fan goes any louder at least not noticeably. The only time I hear a loud noise from the fan (not sure if its my gpu fan or the cpu heatsink) is when I start the computer up from either sleep mode or just from being turned off. The temperatures still stay around 50C when I game most around 55 degrees C. I am just wondering if there is anything wrong with the way the bios has the cpu fan set up or if that is how it's suppose to be. It is brand new (only a month old) so there shouldn't be much dust in the fan.

CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor

You can use programs such as Speedfan to manually adjust the fan speed to your liking. I forgot if the stock fans from intel are noisy or not but I'm sure they do increase speeds as the temperature increases but slowly. Also, at 50C, the fan won't have to run at max speed since that is still a pretty safe temperature for a CPU.

It spins really loud in the beginning to get any dust off the fans and then goes to normal speed, that is how computer fans these days work.

Thank you for clearing all of that up the problem is that Speedfan doesn't recognize my CPU heat sink and only my gpu one so I'm not sure if I need to change something in order for it to pick it up or if that's just how it is. I was thinking that, that is what the fan is doing because it was the only logical explanation :)
