PC won't turn on after power outage.

I was doing homework on my PC when the power in my dorm went out for about 15 minutes. When I tried to turn my PC back on after power came back it wouldn't start. I opened up the side of my case and there were 0 LED lights on (no mobo light, GPU light, etc.) which was strange because those LED lights were always on even when the PC was off as long as the power supply was connected.. Does this mean that either the PSU or Mobo fried during the power outage? I have the PSU plugged into a surge protector and all other devices in the surge protector still function fine and I've tried using other sections of the protector for the PSU. Would my only solution be to order a new PSU and try that and if it doesn't work replace the mobo? If neither of these work what should I do?

So does that mean I have to replace the PSU or is there a way to "reset" the fuse or anything?

look up your psu online and see what kind of fuse it has. you may be able to take the casing off the psu and replace it. if not you may have to replace the whole thing

the PSU does sound bad... check for a blown fuse as Col Da Red suggests.
