New GPU causing issues.

Hello,

I just purchased the R9290D54GV2 from Newegg. I replaced my old card and connected two 6+2 power connectors (this is my psu: http://www.newegg.com/Product/Product.aspx?Item=N82E16817371036) to the card. When I boot the computer up, everything turns on. All of the fans turn on, my harddrives turn on, but with no display to my monitor. Not even the onboard VGA produces anything. The computer stays on, then eventually turns off and then back on again for a repeated on and off cycle. I've tested going back to my previous card (A radeon Hd 6950) and the computer works just fine.

For my reference, I have 16gb of ram installed, My processor is this: http://www.newegg.com/Product/Product.aspx?Item=N82E16819116505 and my this is my motherboard: http://www.newegg.com/Product/Product.aspx?Item=N82E16813135308.

I believe I have narrowed the issue down to either being a power issue, which it might be, or the card is dead. But would a dead gpu cause the computer to shut down and turn on over and over?

The card shouldnt be bad,Clear the CMOS,tutorial here : https://www.youtube.com/watch?v=-9RnIj-EcdQ I like to do it with putting out the motheboard battery for one minute putting it back in and then starting the pc with just one RAM if it boots up turn it off and put in the second ram and it should be good,let me know

+12V1@25A, +12V2@30A, +12V3@30A, +12V4@30A I think that psu is not capable of getting 60A on 12V rails what are graphics card requirements? should be on the box somewhere

As i see its turning off and on by itself same thing happened to me 3 days ago try what i told you to do

if the old card is giving you display and new card not then the new card is faulty but if you are not getting any display with your on board video then it may be a short in the motherboard so remove every connection from the psu to the board ram,gpu etc.remove the psu plug hit the power button for 30 seconds to drain the stored power also remove the BIOS battery and after 5 min or so put them back together.
TRY THIS AND SEE IF IT HELPS OR NOT.

Still trying the other ideas.

Ok, so I ended trying all of the suggested. Cleared the CMOS, checking for shorts and making sure of things. Nothing has been successful so far. The only difference is right, the computer comes on, then it turns off (with no display), and then comes back on and remains on until I shut it off. Unfortunately, even though it is on, nothing it being displayed, even through just the motherboard.
