Help me choose between buying 2 things

Okay, I saved up some money, enough for a 60 GB SSD for OS and I need help between choosing buying that or a monitor.

So, here are my specs:
AMD Athlon X4 740
on a MSI FM2 A55M E33 motherboard
AMD Asus Radeon R9 270
Kingston HyperX 4x2 GBs
Toshiba DTACA100 1TB storage and it's 7200RPM 32MB buffer
Case Raidmax Seiran II
LC Power LC600H PSU

Consider my motherboard has SATA II only, not SATA III for the full speed SSD, but I hear it is almost unnoticeable.

And my monitor is a 21.5 inch 5ms LG 22EN33S. It's really annoying since there's only a VGA input on it.
That causes a problem when I play games, it flickers, horizontal grey lines. I try not to pay attention to it but it's still there, that's why I want to replace it. You can't see it in bright places, only in darker places where there's something black.

The monitor I am planning to buy is a 24 inch Benq GL2460HM with a 2ms response time they say it's better for gaming but I really don't see how 3ms does a difference ? And basically if I decide to go with this monitor instead I would have to wait like 2 more months to save more money.

So what do you think ? Should I wait and get a monitor and get rid of the lines or should I immediately buy an SSD since it is so good for speeding up my OS ?

You could also suggest none of those and suggest me to buy like a new CPU and Mobo ?

I need your thoughts guys ! Looking forward to seeing them !

Gets SSD since you have a monitor to use. I think 60 or 120GB SSD is not a big difference in price and Boot time is around 15 seconds.

A 60GB SSD is right on the edge of being too small for general use.

Sounds like artifacts from the graphics card to me.

Yeah I think I am going to wait a couple months and buy the monitor. What improvements will I even get besides getting rid of the lines and the size ? Thanks

It isn't, I have tested it on multiple GPUs.

I would borrow a monitor first, to see if that is the actual problem.
Could be the video card, or even a bad cable.

Most people can't tell the difference b/t 2ms and 5ms. If you're paying more for the 2ms, I'd rather look for a monitor with an IPS display.
