I have upgraded to a intel system (first time since amd and intel shared the same socket) system as stated below:

CPU: i7-4790k
Motherboard: Gigabyte Z97X Gaming 5
Cooler: Cooler Master Nepton 280L
RAM: 16 GB DDR3 1600 G.Skill Ripjaw X CL9
Hard Drive: Seagate 1tb Barracuda 64MB Cache
PSU: EVGA Supernova 750 G2 80 Plus Gold Fully Modular
Video Card: need to order
Case: Corsair Carbide Series Air 540
OS: (sadly) win 8.1 pro 64 bit
Optical Drive: ASUS bluray drive

My question is I am debating on the:

PowerColor PCS+ AXR9 290X

or

SAPPHIRE VAPOR-X Radeon R9 290X

I am not into Nvidia, not my preference.there is literally 1 dollar difference

Thanks in advance

If i were you id go with the Sapphire Vapor-x as it comes with more features such as intelligent fan control which simply means when you are not gaming and just doing desktop items, only one fan is in operation. Resulting in a quieter card compared to the PowerColor, and upto 600 watts of cooling. :)
