USB cord safety

It might be off topic, just don't know where to ask... When power cord is plugged in and touches metal... Nothing happens, right? It should be connected to USB powered device (I mean, it's what's inside that charges/sends data, right? Not external.) I might have forgotten to unplug the charger and away from home...

Yes if you have the charger plugged in, but have not connected it to any devices, nothing will happen, because the other end is an open circuit. No current will flow.
