Windows wont install anything?

I was going to install the latest update to my backup software, but when it gets to the Windows Installer (32 bit) program file, it just stops. No errors, no jitters, no nothing. Just dead silence. The bar doesn't move. I've actually let it sit for a hour before and it didn't move a micropixel. I looked this up on google (no one has my issue :c) and they said run Microsoft's "FixIt" software. What should I do?

Yes. Disk usage is usually 0%/5% and cpu never goes above 15% while sitting at the desktop with just the .msi file open.

That didn't work. Now I can't get the system restore option menu to work anymore. I can't install .MSI files anymore, and i can't install .NET files anymore. The only way i could fix all of this is completely re-install Windows.....
