HELP GPU Under performing r9 280x

Hello everyone, i've been struggling with something. I bought like 2 days ago a new gaming rig with the following specs:

FX 8320 3.5 ghz OC'd to 4.0
MSI 970 Gaming MOBO
8GB ddr3 ram Gskill Ripjaw
Gigabyte R9 280x 3gb (clock 1.1mhz)
Corsair rm650 watt
500gb hdd

So, my gpu isn't quite preforming i was expecting, for example i saw 1 guy with almost the same setup as mine playing skyrim with ENB and 4k textures with ultra settings with averege 80fps (here is the video: https://www.youtube.com/watch?v=4XRu1XdSP6w) while i play with 2k textures, enb and few other graphical mods getting 40ish fps's. Also Elder Scrolls Online is unplayable for me because i have immense frame skipping, not like as stuttering but fps dropping constantly and i don't know why. In skyrim my gpu usage wont go over 30-40% and in gpu-z when i run the PCI-E speed test rendering it goes to 99%, also in that little bracket it says that my gpu supports PCI 3.0 16 and that its only running at PCI 2.0 16. My driver is the latest amd beta driver 14.7 RC or something like that.
So, is this a faulty card, what might be happening here? Thanks in advance :)

what the temp like for the oc cpu/gpu on load? 970 only support 2.0 not 3.0

First I would wipe your drivers completely, use driver sweeper or AMD's driver remover and reinstall the non-beta drivers and see if you get your score.

If that doesn't work it could be your psu faulty, try your card with another supporting psu and see if it changes.
Also what is your cpu usage during playing skyrim? Also your Vram usage?
Im not 100% sure but I heard some AMD cpu's have some problems with skyrim.

Also with my 7850 I get stuttering with lots of enb's and mods, I think the stuttering is just a coding problem.

if none of these work most likely it is a faulty card.

ill have to check cpu usage, can you tell me a good tool to monitor it while playing? Thank you for the answers btw :)

I would say that it's either the PSU or a slight bottleneck on that processor. I'm not sure the CPU usage of a game like Skyrim, but I heard it favors Intel Chips. If it's not one of those two it has to be the card itself. Double check inside your case and verify your GPU is installed correctly and all the cables are seated properly. Then I would reset the motherboard using the jumper piece. It's hard to explain but there are guides online. With that card, you should have no issue whatsover with Skyrim and some mods.

i just tested BF4 with dx11 and it runs fine i guess. im having beteween 40's and 80 fps's and ESO runs fine now too. You guys think that this means its the game?

also i tested planetside ultra 1080p 60 fps everytime. I went and saw that some of my cores are parked, eventhough i already did everything to unpark them(registry thingy and app)

Yes if all the other games are fine then it is Skyrim. Even for me Skyrim is quite stuttery and laggy.
There's a few programs you can use to monitor usage, but sadly the on screen ones don't work with skyrim enb's.

if you can use maybe a 2nd monitor to see, download gpu-z, and download core temp.

i noticd that 3 of my cores are always parked even though i've unparked them through the codebager app and the registry trick. My resource monitor shows always 3 of my cores parked and i can't unpark them no matter what

There should not be a different between parked cores and un-parked cores. Windows will un-park it when it needs it in game. Even if they are parked not a big difference.

I just found out that during heaven 4.0 benchmark my clocks jump up and down between 1000 and 1100 mhz, according to evga precision X

Okay, Ive looked around a bit and found alot of people with the same problems as you, underperforming gpu's and clock rates changing randomly.

Okay first update your CCC AMD driver, to the newest version if there is.
Also I'm not sure if the option is there in EVGA precision, but try disabling ULPS,
Also in CCC go into your overdrive settings and move the power slider to +20% (this does not change voltage and cannot damage your card)

It shouldn't downclock anymore :)  results post here.

Well i got it fixed. Replaced the gpu for a new one (exact same model) and its all ok now :D  ty so much guys for your help!!
