Small stutter/mini freeze in every game

Every game that I have played has this small mini stutter or mini freeze that is very quick but very annoying. It was worse when I had a AMD CPU and the GTX 650 GPU so I replaced it with Intel and got other stuff for it but the problem is still there even though I replaced everything even the tower and I also went from windows 7 to windows 8.1. I also tried clean boot and reinstalling my GPU drivers.

If anyone has a solution to my problem and can help me through it that would be great because I am out of ideas.

Try your gtx 650 in another pc. See if it still does the same.

Try another card in your pc.

Well that's why I bought a GTX 750 Ti but its still there, my friend tried the 750 on his and it ran smoothly without any problems.

I haven't tried that, but he had a 650 of his own(currently owns a gtx 750 aswell) and he told me his didn't have any problems and everything ran smooth. I really don't think its a gpu issue though because its been like this with multiple gpus I went from gt 520 to a slightly better gpu which was amd, and then another amd(I forgot the names) all of those previous ones broke and my previous issue was artifacts because the motherboard was jacked up(bought the pc from Walmart), so I replaced my motherboard, psu, cpu, memory with AMD products but well now I have this stutter which is really annoying so I went with intel later on and it got better but not by far(watchdogs did though) and well I got a gtx 750 ti so I can play the newer titles.

Try your gtx 650 in another pc. See if it still does the same.

Download HWInfo and run Sensors. Post the results - usually 3 screenshots in TinyPic or similar - to see how your hardware is behaving.

I tried taking a pic with snipping tool but HW info is too large(scrolling down) so I really don't know how to do it.

Your cpu is stuck on 3.6GHz at 1.088V and is at 51-53C on 31-61% looad

It - http://www.cpu-world.com/CPUs/Core_i5/Intel-Core%20i5-4... - should be running at 3.4 to 3.8 GHz depending on load. If that's idle temp, its way too high.

Reset bios so the cpu will work properly. Blow out your cpu cooler so the cpu runs cooler.

Your PSU and GPU and RAM seem OK

Alright well ill try resetting bios tomorrow since I don't trust myself to do it, my friend who helped build my pc will do it. I will let you know if my computer has improved tomorrow :) .

Well we did reset the bios but it was still stuck so my friend did a little digging in the bios and there was this thing called turbo something and he disabled he got it to where it was supposed to be but I am still having issues with those small stutters that wont seem to go away.
