From bios or using your mob's uefi software, what voltage readings are you getting for the 12v, 5v and 3.3v rails?

From Afterburner, what gpu and memory clock speeds are you getting and gpu voltage?

If you still haven't solved that slowness issue, try uninstalling the new drivers with Display Driver Uninstaller in safe mode and let us know if it made the computer faster again (which I believe it should assuming the drivers were the issue).

After that, you can try installing the drivers again and let us know if it went back to being a snail again.

Just a little bit curious, you say you upgraded from a FX5500 to a GTX 770. That is a pretty big jump and I'm a bit surprised that your motherboard has an AGP port as well as a PCIe port but then again, I never really worked with server motherboards before and I know they are definitely different than your everyday consumer motherboards. Unless you meant you got a totally new computer and your old one had the FX5500 then that makes a lot more sense.
