While playing a game such as Left 4 dead 2 I go on youtube and begin to play a video. The video loads normally and I tab back into Left 4 dead. Then when looking back at the video i notice it is lagging behind the audio and is skipping around many parts of the video. I've only been experiencing this recently when i reset my computer to factory default.

Solution
This definitely looks like the issue mentioned by pinhedd. For how good they may be for integrated cards, HD 4000 are barely enough for a single heavy application (like a game), let alone two simultaneous ones. Sure, l4d2 isn't exactly heavy, but it still applies...

MAYBE, but just maybe, you might get a better performance for both applications if you disable hardware acceleration in your browser. It may improve things as it may make them worse, so don't get your hopes too high ;)

This tends to happen when the video is played using an accelerated codec. The GPU is busy rendering the game and decoding the video, so it will have trouble keeping up with one or both.

Simple, do one or the other, not both at the same time.

I always wondered how can anyone watch a video and play a game at the same time. Don't you need to pay attention? I understand if you were listening to music and playing but how can you keep your eyes on both a game and a video?

What if the game is a turn based strategy RPG like Disciples 3? Or an action/adventure game that can have "calm" moments? Those games either don't require much attention or don't require a constant one. Obviously this is not the case, since L4D2's calm moments are found only in safehouses, but I hope you'll understand what I meant.

He could also be a good multi-tasker himself :)
