I have a AMD A6-5400k with a MSI fm2 a75ma e35 motherboard. I also have a NVIDIA GTX 650 graphics card, with only 4 GB of RAM.

I'm trying to figure out where to start upgrading at? I want to stream and play top end games if that helps the process.

What's your budget for the upgrade?

Or how about building a new one?

The GTX 650 is a good card especially with 4GB, (meaning high resolution) if its old and giving you poor performance then get a new card I recommend a GTX 760 overall. But you seriously need to change that CPU (which means a new motherboard) it can bottleneck your performance in some games. Is your 650 a TI version or not. If you are planning on playing more graphically intensive games in future you will need to change the CPU, Motherboard and graphics. (If its giving you bad FPS)

He has 4gb RAM. Not 4gb VRAM.

Budget?

Post your complete and detailed build to see what can be kept and what should be upgraded.

Well a cheaper upgrade route would likely be at least moving to say a Athlon 760K and 8GB of RAM. That should fix the obvious CPU limitations on the system. This may require a BIOS update on the motherboard as it needs to be at version 2.0 to support that CPU. GPU wise though is hard to say what your system can handle without knowing what PSU and case you are using (how much power can your system deliver and how big of a card will fit).

So If I purchase an Intel i5 4690k and a MSI Z97 Motherboard. Would that help me in the long run?
