yesterday i went into my bois and put my cpu ratio to 4ghz.Did not change anything else went into windows no problem

this is my rig
Intel G3258
4gig ram
Seasonic 520w
two cases fans
Deepcool gammax 200 cpu cooler.

What is i safe voltages for 4ghz and 4.5ghz ?The one case fan is right at the back of the cpu cooler.please give me tips and what to do?that is my bois at the moment.and on hwinfo it says core vid 1.198v.should i start there?is that my default power?please help.also do i need switch eist off ? i di run intelburn test and it says its stable

Safe Core Voltage for that chip is 1.3V or 1.31V but it kind of depends on you too, if the temps are fine you can push it to 1.35V but would I recommend it? my answer is - no.
First of all you have a weak CPU cooler so keep an eye on those temps and raise your Vcore Voltage slowly adding 0.05V,
Now for the temps - 80-90C is ok but ~75C is the place you want be if you want your chip to last for a while.
I would recommend RealTemp or HWMonitor to monitor the temps.
Also one run of intel burn test is not enought to determin if the cpu is stable.
I found that after passing an Inter Burn Test I crash after 5-10 sometimes 15 minutes of rendering.
You can stress test using a program called OCCT do a Linpack tress test for atleast 2...

You can also use Aida64 for stress testing.

Overcloking is a seriuos thing and it usually takes a while to find the sweat spot so be ready to play in the bios for a day or maybe even two if you really want to do it perfectly.

so what voltages must i start with cause as you can see it is on auto hwinfo say cpu vid is 1.198v so should i start there and see if it boots or should i start at 1.2?and should i switch eist off and when it is stable back on again?

1.21V or 1.2V is a good starting point

ok so i am at 4.3ghz at 1.2v.That ok?run max temp only at 70c.Tried 4.5 but think it going to need 1.3v and not comfortable running at that voltages and going to run too hot i think.that 0.02ghz is not really going to have a big impact is it?i am running occt now max temp was 74.dont think i must go higer.you agree?

That is ok.
0.2ghz wont give you that much so there is no need to push the cpu to 4.5ghz.
