Black screen after resetting cmos, psu or mobo replacement needed? (or both?)

So yeah, I was having some issues with my pc booting, reset the cmos a couple of times and since the last time the screen stays pernamently black.

Here is the long story (quite more detailed)

Morning thunderstorm
Thunderstorm stops.
PC boots up succesfully.
Play borderlands 2 for 1 hr
Quit to desktop using alt-f4
Left idle at desktop.
Switched to tv mode to wach tv.
Pc falls asleep.
Finished watching tv.
Switched to RGB
Black screen after "Resuming windows"
Impatiently hold power button to turn off.
Large thunder heard outside.
Boot pc to "Overvoltage error!"
F1, followed my bsod during "starting windows" w/ restart , repeat 2 times.
Now only getting black screen.
Boot on different processor, "Windows has recovered from an error", Cause of error is bsod.
Switch back to main processor, no luck, but get video.
Hw monitor says vcore voltage in red (1.084)
Switch voltage to 1.31 manually in bios.
Nothing. Clear cmos.
Nothing. Clear cmos again, no more display on either processors.
End result: fans start up, mouse does too, keyboard not. Have to hold power button for 5 secs to turn off, normally it's just a press. (during post). I don't have any speakers to tell me about POST, and headphones also don't give anything.

Specs:
Intel core 2 duo e6700, power consumption 65W (40 Degrees celsius, according to bios, while i still had display in hw monitor)
Intel celeron d 331 (Backup processor) Power consumption 85+W
Sapphire radeon hd 4670 512mb
Asus p5ld2 SE
Western digital something 250GB HDD Sata
And now, the (best guess) culpirt of the problem:
Rexpower 400w Low quality psu.

I realise something is probably fried, I know psu must be upgraded but I need to know if the mobo is fried too.
Any sort of help appreciated.

Most direct cause is the power supply but both the power supply and the motherboard have voltage regulators that could have failed. Generally, people replace the power supply first. (cost less and takes less time) But be sure to blow out any dust from the power supply or the motherboard and see if that helps.

Thanks, do you know a good psu that's as cheap as possible and/or a site that ships to Bulgaria? (other than e-bay)
