Sapphire R9 270x Vapor-X Not Booting.

Hello, I have just assembled my first build. but it is just not booting at all, no info showing up on the screen.

I suspect that the R9 270x GPU is causing the problem.

according to the speaker thingy, I have a AGP problem.... I have no idea what does that mean.
1 Long beep, 3 short beeps.

Motherboard: Gigabyte Ga-990xa-UD3.
GPU: Sapphire R9 270x Vapor-X 2GB GDDR3.

Here are my questions:

1- I'm using the 6 Pin to 8 Pin connector that came with the PSU labeled "PCI-E" so i guess that is correct, should i try the two 6 Pin to 3-pin-Molex that came with the sapphire itself?

2-What is the difference between the GPU and the AGP? my problem is caused by the AGP and i have no idea how to fix it.

3- by any chance, are the GPU and the Motherboard not compatible?

Thanks for replying, Yes I've gone through this checklist. everything seems good.

Here is my full build:
*note: didn't use PCPartPicker because most of the items i got are not even there.*

ThermalTake Smart SE 630W 87% (87% ?) is not a good quality power supply - mot in tiers 1, 2a or 2b of http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html - did you check it per the checklist?

I notice you don't have an OS or a monitor. That won't help either.

Try another monitor.

Try another monitor cable.

Try your graphics card in another pc.

Try your graphics card in another pc.

Sorry forgot to mention that. Of course I do have a monitor. sorry, It is Samsung SyncMaster B1930 from my Old PC, but i guess it is working.

I don't have an OS yet since i didn't boot the PC successfully for the first time yet, every time i get a POST Beep indicating that i'm facing a problem with the AGP. However, i do have a legal Windows 7 Ultimate CD ready to be used, as well as a pirated Windows 8.1, but i'll use Windows 7 anyway, i've heard bad things about windows 8.

About the Power supply, don't ask me what the hell is 87%. but i guess that counts as Bronze 80+? it is not on the tiers list, i've checked before buying, and if you use the ctrl+f function you'll find that there is another guy asking about the same PSU series.

Thanks, so now the problem is exclusively my GPU.
I've placed it in the PCI-E X16 slot. Connected it to my monitor and nothing shows up.
Since this problem is identified by the POST beeps, it means that the GPU or it's cables are missplaced, right? or could the beeps mean that the Monitor isn't correctly connected to the GPU itself?
