System heatsink starts and stops ! system looping?

Yesterday i had kept a torrent for download on my desktop overnight. And i had set it to auto shutdown after download. In the morning the system was shutdown. So i powered off the ups and went to work. But when i came back in the afternoon the system was not ready to start. When i pressed the cpu's power button, the heatsink fan would run for a second and then stop. Again it would start after about 2-3 secs, and stop. It happened like this for three times and stopped.

So i opened the case and cleaned the dust a little bit. Removed all the cables and re-attached. And tried to start. Still the same problem. So i removed the GPU to be on safe side. One noticable thing was that when i pressed the power button the system's only heatsync fan would rotate and the gpu fan. The front and rear fan would not rotate at all.? What seems to be the problem? any idea? please help !

also i looked around on forums and tried following things:
1. Tried removing cmos battery and resetting the bios
2. Tried removing ram and again putting it back (4gbx2)
3. Tried to hit power button and removed the power switch cable from mobo to check if start button was problematic.
4. started withoud dvd and hdd to check

My heatsink connector is of 4 pin, and on my mobo only one cpu-4-pin connector is there. So i tried connecting it to a 3-pin cpu connector. It wouldnt start at all. Also tried connecting to 4-pin fan header , did not help at all. also tried reconnecting the front and rear fan cable to different header, didn't help.
So finally i have a system whose only hsink fan rotates for a second and stops, and none of the case fans rotate?!!
Any clue here !! please help .. Not even the bios menu is showing. starts for one second and dies !!
Help please !

My system specs are:
Mobo: Asrock H77 Pro4 /mvp
intel i3 3220
sapphire 7850 2gb
8gb corsair ram
lg optical drive
seagate 1tb hdd

It's not a great power supply. If you or a friend has one you can swap test with then you can tell for sure. Try and replace it with something better like an xfx or Seasonic unit. Check out the list stickied to the components thread.

the system is only a year old. How could it blow out of nowhere? ,, anyway i'll try another psu.

CX is corsair lower end model and doesn't have quite as quality of components as say their HX series and these things do just happen unfortunately. As said above if possible swap it out to test and go from there hopefully it's just that and not motherboard.
