PCI to PCI-E x16 riser/adapter?

Are there any adapters like this out there, if so is it worth it to buy one, or just upgrade my motherboard?

Upgrade the motherboard, the pci bus speed compared to the pcie bus is apples to oranges. The parts do exist, but the cost is so high and the pcie device would be so bottlenecked, it would be completely unfeasible/useless.

Just upgrade your motherboard, but be aware you may need a new processor and RAM. Maybe even a Harddrive if you are still using old ribbon cable IDE drives.

Many modern motherboards don't even have PCI slots anymore.

A lot of the H series chipset motherboards (intel) and a large number of non-gaming AMD chipset motherboards all retain legacy PCI slots if you need to carry over devices such as controllers, interface cards, sound cards etc if you plan on upgrading to make use of newer pcie devices, but like Alec Mowat stated, you will most likely need to invest in nearly an entirely new platform to get that functionality.
