Use VPN to watch <ANY> TV from DVR with ATT Uverse- How?

Howdy-
Recently came back to ATT for better phone, and to live with internet speed reduction from Charter Cable. Charter fast for internet but bad for phone, and tv is really bad; in fact never switched to that!

ATT offers option to watch shows on your iPad devices, and such via their app. but when home you can watch anything you can on a tuner basically, but not so when on road you are offered a reduced set of shows.

I think a vpn setup in the home network can solve that. the ATT modem does not support vpn natively course- but the question-
Should this work?- seems like it- my on the road ipad would be 'seen' as in the home, yes?

how do I approach? prefer a hardware based vpn appliance- which is best for this?

It should work, but you will get choppy pocture - the upload speed is much slower than download speed.
Check with your DVR whether you can plug it directly to the 'Net - e.g. some Dish Net receivers have this option, and you can connect from anywhere.

I doubt VPN appliance will work in your case - usually VPN servers are connected directly to the external (WAN) interface, and your UVerse does not have this interface available.
