Cannot access router admin page after changing IP

I have a wireless router which I am attempting to turn into a wireless bridge so I can connect my desktop to the internet. I've installed the DD-WRT software on the router, and followed steps 1-20 from DD-WRT's wiki page on creating a wireless bridge. However, once I change my IP address for the router and attempt to access the router admin page, I can't access it. I've done 30/30/30 resets 3 different times, and get the same result every time I follow the steps.

Here's my equipment:
Master router: Technicolor TC8305C
Bridge router: Cisco Linksys E900 | Wireless N-300
DD-WRT version: SP2

and here's the instructions I've been using thusfar:

I'd really appreciate any help you can provide me, I'm really baffled by this.

Did you use the new IP address of the bridge to access the router's GUI? (sorry if the question's obvious; it wasn't clear in your post)

If trying wirelessly, have you tried using a direct wired connection to the bridge?

I'm connected to the secondary router via and ethernet cable, and I am trying to access the GUI via the new IP address. Also, I'm not sure if it's relevant, but I am changing the router from 192.x.x.x to 10.x.x.x.

Sorry I didn't make that as clear as I should have.

On Step 4 of the instructions, it has you set your PC to a static IP of 192.168.1.9.

Once you change the router to the 10.x.x.x subnet, did you also change the static IP of the PC to the same subnet?

I had not been doing that previously. However, I tried that just a minute ago, and it didn't seem to make a difference

I would try this:
in cmd: "ipconfig /release" and then "ipconfig /renew"
