Screen shifting when I browse the internet.

Recently I have noticed my screen jumps anywhere from every few seconds to every few minutes when I'm browsing the internet. The whole screen shifts out of place then back into place in a split second. It doesn't seem to happen when I'm playing a game or when I just have the desktop up. I don't think it's the monitor or it would happen all the time, everything in the pc is brand new.

Just looking for ideas on what it could be.

Might be your monitor auto-adjusting? What monitor do you have and does it shift a tiny amount or significant...

It shifts a tiny amount, it's almost like a flicker but I can tell it shifts. It seems like some sort of refresh or auto-adjustment but I would think it would happen when I play games too. I definitely have only noticed it when I'm browsing the internet. Sometimes it will go a long time without doing it at all and sometimes it's every few seconds.
